Bodenheimer (Animal Life in Palestine, 1935) has this to say:
Other Anthomyid flies develop on plants, Hylemyia antiqua develops in onions and many species of Pegomyia live mining in the leaves of herbs. The more common species are: P. bicolor on Rumex; P. chenopodii on chenopodium; P. hyoscyami on Beta and Hyoscamus; P. steini on Cardum.
The maggots of Chortophila cilicrura, which normally live in the soil on decomposing organic matter, developed quite numerously during the last locust invasion on the eggs of Schistocerca, especially on those which were laid on heavier soils. All these Anthomyid flies are regular visitors to umbels, while the first mentioned group may always be seen on fresh mammal excrement. But the maggots which are found in the latter are those of Scatophaga stercoraria, S. merdaria etc. or of the small Borborid flies which develop there, or in any decomposing organic matter. The adults of Scatophaga generally prey on the borborids in the neighbourhood of excrement.
From Wikipedia:
Anthomyiidae is a large and diverse family of Muscoidea flies. Some species are commonly called "root-maggots", as the larvae are found in the stems and roots of various plants. As larvae, some also feed on decaying plant material, and some are leafminers; the family also includes inquilines, commensals, and parasitic larvae.
Some species in the family are significant agricultural pests, particularly some from the genus Delia, which includes the onion fly (Delia antiqua), the wheat bulb fly (Delia coarctata), the turnip root fly (Delia floralis), the bean seed fly (Delia platura) and the cabbage root fly (Delia radicum).
